Sunday Morning Bible Study: Acts 25 — Paul Appeals to Caesar

I have made countless appeals in my life because an unjust decision was made.
Often something was clearly wrong and needed to be overturned.
Sometimes those in positions to make decisions would not act.
Every appeal is made to one with more power and with a hope of justice.
Paul's appeal was to the Emperor Nero, an iffy situation. but the Lord saw him through.

Setting the Scene
Paul has been a prisoner in Caesarea for two years
Felix is replaced by Governor Festus
Jewish leaders again accuse Paul — and secretly plan to kill him
Festus re-opens the case to please them
Paul Before Festus
Many charges are made — none can be proved (v.7)
Paul declares his innocence (v.8)
Festus suggests moving the trial to Jerusalem
Paul exercises his right as a Roman citizen:
“I appeal to Caesar.” (v.11)
Festus replies:
“To Caesar you have appealed; to Caesar you shall go.” (v.12)
Agrippa and Bernice Arrive
King Agrippa II and Bernice visit Festus
Festus explains Paul’s case and admits:
Paul has done nothing worthy of death (v.25)
Festus identifies the real issue:
“About a certain Jesus, who was dead, but whom Paul asserted to be alive.” (v.19)
Agrippa agrees to hear Paul — setting up Acts 26
Key Truths
The resurrection of Jesus is the central issue
God uses delays for His purposes
Paul stays calm because he trusts Christ
A prison becomes a pulpit — a courtroom becomes a mission field
God’s Sovereign Hand
Jesus had already promised Paul:
“As you have testified about Me in Jerusalem, so you must also testify in Rome.”(Acts 23:11)
Acts 25 is God steering Paul toward Rome — the heart of the empire.
What We Learn
Delays do not mean God has forgotten us
Faithfulness matters more than circumstances
Truth and love stand steady under pressure
God places His servants where He wants them

Why might God allow Paul to wait two years before moving him to Rome?
What does Paul’s calm confidence teach us about trusting Christ in unfair situations?

Closing Prayer
Lord Jesus, Thank You that You rule over every circumstance — even delays, trials, and uncertainty. Give us Paul’s courage and calm faith in Your resurrection power. Help us trust Your timing, speak Your truth, and serve You wherever You place us. To You be the glory. Amen.
